Dear Ambassador Mahiga
It has come to the attention of the Khatumo Forum for Foreign Affairs that the President of Puntland, Mr Abdirahman Faroole, is casting himself, not uncharacteristically for the first time, as the self-appointed overall arbiter of the affairs of the Khaatumo people, even if they belong to a different clan, region and have their own TFG -recognised state of Somalia. Much as it is incomprehensible, what Mr Farole is demanding is something akin to a presidential prerogative to choose, through his agents, some of the MPs for the Khatumo State of Somalia and thereby press his absurd claim that the SSC regions are part of his Puntland fiefdom.
Needless to say, what Mr. Faroole is doing, and again not for the first time, is to blatantly ride roughshod over the on-going due selection process which is in the hands not of politicians but traditional leaders duly selected by their communities.
In this regard, the selected Khatumo traditional leaders, enjoying the full endorsement of their people at every level, including the Diaspora, had been among the first to take their place at the deliberations taking place in Mogadishu and had received praise for their positive contribution to the progress of the proceedings by arbitrating or resolving disputes that arose among other traditional leaders regarding the distribution of parliamentary seats.
This eleventh- hour intervention from Presdient Faroole, to impose his illegitimate demand, through whatever backdoor, on other Somali clans and regions, for which he has no business, amounts to political warlordism of the past which has no place in the current process where what counts is the free will of the people and their rights to choose their parliamentary representatives through their chosen traditional leaders.
If President Faroole were to be allowed to have his illegitimate way, which is blatantly contrary to the whole bases for the selection of clan MPs, it would have serious consequences for the legitimacy and credibility of the whole process.
Its victim will not only be the denial of the inalienable rights of the Khatumo people to choose their MPs through their chosen traditional leaders but the whole process for which your office and the international community had invested so much.
Typically, a Pandora box will be opened as other leaders or groups exploit this precedent and ask for similar prerogatives.
Lately, Presidnet faroole has been throwing tantrums, objecting to one aspect or other of the roadmap as the end of the transition approaches. Quite evidently, he is showing trepidation as Somalia enters a new era which he sees it detrimental to his hitherto disproportionate and rarely unquestioned say on Somalia ‘s affairs and seems determined to have his way to the end even if he has to scuttle the process.
He should not be allowed to do this and it is time that you Mr Ambassador, as the SRSG for Somalia , and also the international community told him in no uncertain terms that he should confine himself to his elected role as president of Puntland and mind his own business when it comes to other clans, regions and their internal affairs.
