SOMALILAND:The duo shepherding Silanyo
One is his wife, Amina Mohamed Jirdeh and the other is his Minister to the Presidency, Hersi Ali Haji Hassan.
According to some of Silanyo’s old friends, the important decisions taken without consulting this informal duo have become few and far between. It even includes the choices President Silanyo makes appointing people to the government, or the heads of police and the armed forces.
The First Lady attends all the conferences and meetings that deal with social and political issues and regularly goes on tours of the provinces; meanwhile the Minister to the Presidency is in constant contact with all the members of the government. He is also a member of delegations going on foreign missions.
For example, he accompanied President Silanyo to two recent international meetings with the heads of Somaliland and the Transitional Federal Government (TFG) in Mogadishu. Finally, the heads of the security services and the provincial governors regularly report on their activities to the First Lady or the minister to the presidency.

Somaliland:Strained relations with UN and CIA
Somaliland Minister for Internal Affairs, Mohamed Nour Arale, known as Duur
Relations between the interior minister, Mohamed Nour Arale, and the UNDP are at rock bottom. The same goes for his relations with the CIA representatives in Hargeisa.
Two aspects of the Somaliland Minister for Internal Affairs, Mohamed Nour Arale, known as Duur, have contributed to a worsening of his relations with representatives of the United Nations Development Programme (UNDP) and the United States security bureau in Hargeisa: he has traditionalist Islamic beliefs and the fact that he speaks no western language. However, his conflict with the UNDP dates from early April, when he reproached the United Nations agency for not having kept its promises to the Somaliland police: they had neither supplied the promised uniforms nor built the new headquarters.
Furthermore, during the last few weeks the same minister has been at odds with representatives of the Central Intelligence Agency (CIA) operating in Hargeisa. His beef with them is that they constantly harp on about terrorism during their discussions with him. He has asked them to stop it, proclaiming “we have no terrorism in Somaliland”. Since then, he has been entirely at odds with his American interlocutors. This has been exacerbated by his demand for $20,000 a month in aid for his ministry. The Americans responded that such a demand was “illegal” and complained to President Ahmed Mohamed Mahamoud known as Silanyo, who summoned his minister to reprimand him. Silanyo is believed to have apologised to the UNDP and the United States for his interior minister`s unprofessional conduct.
